In the book of Matthew in chapter 3 starting in verse 13 we see a story where Jesus, the savior of the world. God in the flesh goes to John the baptizer and tells him that he MUST be baptized. John knows Jesus is the son of God the Messiah and is so confused at the request. But Jesus makes it clear that he must be baptized to be obedient to God, His Father.
In Matthew 28:19 Jesus in his final moments with his disciples after He has been crucified and risen from the grave he tells his disciples to "Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit."
Then we see from the very beginning as the disciples told the world about Jesus, they would share and then they would call people to baptism. It is a step of obedience, it is a response to what Christ has done.
The Apostle Paul says that it symbolizes us being buried with Christ, that our old self is dead and coming up out of the water represents us being made new in Christ's resurrection.
